The Issue

Esquimalt already provides budgets, capital-project information, periodic financial reports and major-project updates. Information about one project may still be spread among budget documents, project pages, engagement sites, periodic reports and Council agendas. Publicly available information can still be unnecessarily difficult to use.

My Position

Accountability requires more than technical availability. Significant project information should be organized in one easy-to-find place, written in plain language and maintained from approval through completion.

What Council Can Do

Build on existing reporting with a consistent public record for significant projects, linking underlying reports while showing scope, budget, funding, spending, schedule, changes, results and next steps together.

What I Would Advocate For

For each significant project show approved scope and original budget; funding sources; current forecast and spending; expected and current completion dates; delays, overruns or scope changes; results; corrective actions; and links to original reports and decisions. Preserve the record after completion.

Costs and Consequences

Consistent records require staff time and clear criteria. Focus on significant projects, concise updates and information already collected so reporting does not become an administrative exercise without public value.

Questions That Still Need Answers

Which projects qualify? How often are updates required? Who maintains them? How are changes between reporting periods handled? Which measures show the promised result?
