The Issue

The construction or purchase price is often only the beginning. Facilities, infrastructure, equipment and programs can create decades of operating, maintenance, staffing, insurance and replacement costs.

My Position

Council should consider the full lifecycle before approval. Residents should see both the immediate capital cost and the cost of owning, operating and replacing what is created. This does not mean rejecting investments with long-term costs. It means deciding with a clear understanding of the obligation.

What Council Can Do

Require lifecycle estimates, identify staffing and service implications, connect capital decisions to asset-management and reserve plans, and set review dates and outcome measures.

What I Would Advocate For

Show annual operating costs, staffing, maintenance, insurance, expected service life, replacement costs, effects on reserves and taxes, and a plan for assessing whether the investment remains worthwhile.

Costs and Consequences

Projections depend on uncertain assumptions, but a reasonable range is better than presenting only the first cost and leaving future councils and taxpayers to deal with what follows.

Questions That Still Need Answers

What will this cost each year? Does it require staff? How will it be maintained and replaced? Are reserves being built? What evidence would justify changing or ending the commitment?
